Rochester Winter Parking Rules
In the City of Rochester, alternate side parking rules are closely tied to snow removal efforts. Rather than applying every day, regular alternate side parking rules go into effect specifically when a Plowing Day Parking Restriction is officially announced by the city.
The Even/Odd Rule
When a Plowing Day is declared, vehicles must be parked on the even side of the street on Tuesdays, Thursdays, and Saturdays until 7:00 PM. On Sundays, Mondays, Wednesdays, and Fridays, vehicles must be parked on the odd side of the street until 7:00 PM.
Winter Parking Emergencies
Rochester also designates specific "Parking Emergency Streets." When a Winter Parking Emergency is declared, parking is completely prohibited on these blocks. To assist residents, free parking is allowed in the Mortimer Street Parking Garage during these emergencies, and the Regional Transit Service (RTS) provides free shuttle service to affected areas.

Parking tickets must be paid within 30 days of the issue date. Failure to pay on time will result in late penalties, which can quickly turn a $40 or $50 fine into a much larger expense. Hearings and payments are managed by the Parking & Municipal Code Violations Bureau.
